Creates and starts a KThrottler with an immediate callback.

This is a shorthand for creating a KThrottler and calling KThrottler.onThrottled.

Example usage:

private val clickThrottler = Kthrottle<Unit>(viewModelScope, 500.milliseconds) {
    handleSubmit()
}

// In UI:
Button(onClick = { clickThrottler.emit(Unit) }) { ... }
